Overview
A refund run interrupted by a database lock told buyers they were refunded when they were not yet. When an offering's contributions are refunded together and the database deadlocked part-way, every refund before it was undone and repeated, but those buyers had already been notified, and were notified again. A lock timeout inside one refund could also leave a buyer refunded while the contribution stayed active. A run that hits a database lock is now undone whole and run again.
Requires Core v6.8.3. Do not install this release on an older Core: there, one failing contribution undoes the whole refund run, every time.

Refund runs
This covers a sale that missed its soft cap, an admin's cancel and refund, and the refund request.
- Fixed buyers being told "ICO Investment Refunded" for a refund that was then undone, and told again on the next run. Notifications are now sent after the refunds are saved.
- Fixed a refund that timed out on a database lock after the buyer was paid being kept: the buyer had the money back, but the contribution stayed active and later runs skipped it as already refunded. A run that hits a lock timeout, a deadlock or a lost connection is now undone whole, and the next run refunds every contribution.
- A refund that fails for another reason after the buyer is paid can still leave the contribution active.
